で「そして、アメリカには休息も平穏もないだろう。黒人たちが市民権を与えられるまでは。暴動の嵐はこの国の基盤を揺るがし続けるだろう。公平という明るい日が現れるまでは。」という意味になります。

And ～「また～」
there will be neither rest nor tranquility in America で「この先、休息も平穏もないだろう、アメリカには」です。
neither [ニ]ーザーで「どちらも～ない」という意味です。
either の否定形ですね。
nor も同じく or の否定形です。
neither ～ nor … で「～も…もない」という意味になります。
rest は「休息、安らぎ」、tranquility は「平静、静けさ」です。
until ～ と限定が入って「～するまでは」です。
the Negro is granted his citizenship rights. で「黒人たちが与えらえる（までは）、自分たちの市民権を」です。
grant ～ … で「～に…を許し与える、許諾する、聞き入れる」です。
例：grant a certificate「許可証を交付する」

The whirlwinds of revolt で「暴動の旋風」です。
whirlwind で「つむじ風、旋風」です。
will continue to shake the foundations of our nation で「我が国の基盤を揺るがし続けるだろう」です。
until ～ と限定が入って「～するまでは」です。
the bright day of justice emerges. で「平等という明るいその日が現れる（までは）」です。
the bright day of justice で「公平という明るい日」です。
emerge は「表面に出てくる、浮かび上がってくる」という意味の自動詞です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
