The blazes spread rapidly で「その炎は急速に広まった」です.
the blazes はハワイの山火事のことを指しています。
blaze ブレイズで「炎」という意味の名詞。火災・炎を表す類義語（synonym）がたくさん出てきていますね。
fire「火災」、blaze「炎」、inferno「（地獄の）猛火」
spread rapidly で「急速に広まった」です。
spread は過去・過去分詞とも同じ形をとる動詞の仲間です。

conditions で「（周囲の）状況・事情」です。
stemming from a drought で「干ばつに起因した（乾燥した状況）」です。
stem from ～ で「～から生じる、～が原因である」という意味の言い回し。
stem は名詞では「植物の茎」ですね。
combined with powerful winds. で「強力な風と相まって」です。
combined with ～ で「～と組み合わさって、～と併用されて」という意味のコロケーション。

Much of the historic town of Lahaina で「歴史的な街ラハイナの多く」です。
has been “destroyed,” で「破壊されてしまった」です。
, officials said, で挿入的に「～と関係職員は言った（語った）」です。
and ～ で「また～」
