で「金曜日、香港は豪雨と強風に準備する状況の中、およそ400人が一時避難所に避難し、フェリーとバス運行は停止した。低い土地に住む人たちは家が浸水しないように家のドアに砂袋を置いた。」という意味になります。

As ～ で「～する中、～する状況の中」という意味の接続詞。
Hong Kong braced for ～ で「香港が～に備えていた（状況の中で）」です。
brace for ～ で「～に備える、～のために身構える」という意味になります。
brace にはもともと名詞で「（固定するための）留め具、（体を支える）支持具、（建物の）筋交い」という意味があります。
台風などに備えて建物などを器具で固定するイメージですね。
(brace for) heavy rains and strong winds, で「大雨と強風に（備える）」です。
rains と winds と複数形になっているのは、強意複数 (intensive_plural) です。
威力などを強調したいときに不可算名詞でも複数形になる場合があります。
例：Congratulations!「おめでとう！」

そんな中で（As ～）、
about 400 people で「約400人が」です。
sought refuge at temporary shelters で「一時避難所に避難した」です。
seek refuge で「避難する、逃げ込む」です。
refuge [レ]フュージで「避難、避難所、保護」という意味の名詞です。
and ～「そして～」
ferry and bus services were halted. で「フェリーとバスのサービスは停止された」です。

Residents of low-lying areas で「低地の住人たちは」
placed sandbags at their doors で「砂袋をドアのところに置いた」です。
to prevent their homes from being flooded. で「自分の家が浸水するのを防ぐために」です。
prevent ～ from …ing で「～が…するのを防ぐ」という意味のコロケーション。
例：prevent money from being stolen「お金が盗まれないようにする」
flood は名詞では「洪水、浸水、冠水」です。
動詞では「～を水浸しにする」です。
