Let us not wallow in the valley of despair, I say to you today, my friends. And so even though we face the difficulties of today and tomorrow, I still have a dream. It is a dream deeply rooted in the American dream.

で「皆さん、絶望の谷間で苦しみに浸るのはやめましょう、私は今日このように申し上げます。だから、たとえ私たちが今日、明日の困難に直面していたとしても、わたしには夢があるのです。それはアメリカンドリーム（アメリカの夢）に深く根差した夢であります。」という意味になります。

Let us not wallow in the valley of despair, で「絶望の谷で苦しみにふけるのはやめましょう（と）」です。
let us not ～ は let’s not ～ と同じで「～しないようにしよう」という意味の言い回しです。
wallow は「転げまわる、もがく」という意味ですが、ここでは「（快楽などに）ふける、浸る」という意味で使われています。
動物などが「泥浴びする」という意味から来ています。
例：wallow in luxury「ぜいたくにふける」、wallow in one’s sadness「悲しみにふける」
I say to you today, my friends. で「～と私は言う、皆さんに、今日」です。
say の目的語は、直前の文 Let us not wallow in the valley of despair になっています。

And so ～「ですから～」
even though ～「たとえ～でも」
we face the difficulties of today and tomorrow, で「今日明日の困難に直面して（いたとしても）」
I still have a dream.「私には、それでも、夢があるのです」

It is a dream deeply rooted in the American dream. で「それはアメリカンドリーム（アメリカの夢）に深く根差した夢です」です。
