Hong Kong’s leader said Tuesday that the territory will tighten regulation of digital assets after police arrested six people following allegations of fraud at an unlicensed cryptocurrency exchange in the city.
で「香港の指導者は火曜日、香港はデジタル資産の規制を強化することになると発表した。同市での無許可暗号資産交換所での詐欺疑惑を受けて、警察が6人を逮捕した後で。」という意味になります。

Hong Kong’s leader said that ～ で「香港のリーダーは～と言った」です。
ここでの said は「発表した」という意味合いでつかわれています。
なんと発表したかというと、
(that) the territory will tighten regulation of digital assets で「香港は、デジタル資産の規制を強化することになる（と）」です。
the territory は「その領土」ですが、ここでは Hong Kong の言い換え表現（パラフレーズ）です。
国家として承認されていないけど国際的に認知されている地域を territory と表現します。
例：autonomous territories of Palestine「パレスチナ自治区」
tighten regulation で「規制をきつくする、規制を強める」です。
tighten [タ]イトゥンで「～を締め付ける」です。
regulation of digital assets で「デジタル資産の規制」です.
digital asset はビットコインなどの暗号資産のことですね。

after ～「～の後で、～を受けて」
police arrested six people で「警察が６人を逮捕した（後で）」

following allegations of fraud で「詐欺疑惑を受けて」となります。
following ～ は前置詞として「～を受けて、～の後で」です。
at an unlicensed cryptocurrency exchange in the city. で「無許可の暗号資産交換所での、その市の中の」です。
cryptocurrency で「暗号通貨」です。
crypto ク[リ]プトウで「秘密の、暗号の」という意味です。
currency [カ]レンスィーで「通貨」となります。
the city は同様に Hong Kong を指しています。
