で「そしてこれがその日となるでしょう。神の子供たちが皆この歌を新しい意味で歌うことができるその日となるでしょう。我が祖国 汝の国 愛すべき自由の大地 汝の国 私は歌う 祖先の生きた地 巡礼始祖の誇りの地 すべての山々から 自由よ響き渡れ！」という意味になります。

the day when ～ で「～するその日」です。
when は the day を修飾する関係副詞です。

どんな日かというと、
(when) all of God’s children will be able to ～ で「すべての神の子供たちが～できるようになる（その日）」です。
sing with new meaning: で「新しい意味で歌う（ことができる）」です。

以下は、My Country, ‘Tis of Thee というアメリカの愛国歌（旧国歌）からの一節です。

‘tis of thee の ‘tis は、it is ～ の古い省略形です。
ティスと発音します。
it is of thee で「それは汝のものだ」です。
thee ズィー（ディー）も you（目的格）の古い形です。
主格 thou「あなたが」、所有格 thy「あなたの」、目的格 thee「あなたを」、所有代名詞 thine「あなたのもの」
sweet land of liberty で「すてきな自由の土地」
of thee「汝の（国）」
Land where my fathers died, で「私の祖先たちが死んだ土地」です。
my fathers で「祖先たち」です。
land of the Pilgrim’s pride, で「巡礼者たちの誇りの土地」です。
Pilgrim fathers は、1620年メイフラワー号で北アメリカに移住したイギリス人入植者で、最初の入植地となったプリマス植民地を築いた人々のことです。

From every mountainside, で「すべての山腹から」
let freedom ring! で「自由を響かせよう！」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。

そしてこれが～するその日となるだろう

this will be the day
これがその日となるだろう

when
～するその日

all of God’s children
すべての神の子たちが

will be able to sing
（この歌を）歌うことができる（その日）

with new meaning:
新しい意味をもって
