two linguistic codes とは英語とスペイン語を指しています。
code は「法体系、法典」という意味がありますので、ここでは「言語体系」という意味合いです。
例：Code of Hammurabi「ハンムラビ法典」
simultaneously サイマゥ[テ]イニアスリで「同時に」という意味の副詞です。
with a single set of concepts, で「ただ一つの概念セットと一緒に」です。
つまり、言語体系は２つ、概念セットはひとつのみで言語能力を発達させる、ということですね。
