で「不測の病や死がなければ、2024年の大統領選挙は、ジョー・バイデンとドナルド・トランプの再対決となるだろう。アメリカ市民たちは、二人の人気のない候補者の8か月にわたる総選挙キャンペーンにさらされることになる。全世界のアメリカ同盟国が固唾を飲む中で。」という意味になります。

Barring unforeseen illness or death, で「不測の病気や死がなければ～、」という意味です。
barring ～ は前置詞的に「～がなければ、～を除けば、～が起きない限りは」という意味の用法。
動詞だと bar には「～を除外する、～を塞ぐ」という意味がありますね。
unforeseen で「不測の、予期しない、予定外の」という意味の形容詞。
un-（否定）＋ 動詞 foresee 「～を予見する」
the 2024 presidential election will be a rematch between ～ で「2024年の大統領選は～の間の再対決になるだろう」です。
rematch は「再戦、再対決」です。
(rematch) between Joe Biden and Donald Trump. で「ジョー・バイデンとドナルド・トランプ（の再戦）」です。

Americans will be subjected to ～ で「アメリカ人は～に晒されることになるだろう」です。
be subjected to ～ で「～の下に置かれる」という意味のコロケーション。
subject は sub-（下に）+ ject（投げる）です。
どんな状況に置かれるのかというと、
(to) a full eight months of ～ で「丸々８か月もの～に」です
(of) a general election campaign で「総選挙キャンペーンの（８か月）」です。
between two unpopular candidates で「二人の不人気な候補者の間で」です。

— while ～「一方では～する中で」
America’s allies around the globe hold their breath. で「世界のアメリカの同盟国たちが、固唾を飲んで状況を見守る中で」です。
ally [ア]ライで「同盟国」となります。
名詞の場合は前に、動詞の時は後ろに（ア[ラ]イ）アクセントが来ます。名前動後ですね。
around the globe は「世界中の、全世界の」です。around the world とも言いますね。
