で「OPECプラスの国々からの公式宣言で、一日に約220万バレルという量の減産が延長されることになると、その多国間機構（OPECプラス）の事務局が日曜日に言及した。サウジアラビアが、すでに実施していた一日100万バレルの減産を2024年の第二四半期末まで延長することで、その動きの先頭に立った。」という意味になります。

Announcements from several OPEC+ countries までが主語になります。
「OPECプラスの数か国からの発表」です。
OPECは石油輸出国機構（Organization of the Petroleum Exporting Countries）です。
主に中東の国々が12か国加盟しています。
OPECプラスは上記にロシアなどを入れた枠組みのことです。

extend reductions で「減産を延長する」です。
extend ～ で「～を伸ばす、ひろげる、延長する」という意味の動詞。
reduction は「削減、縮小」です。
reductions of some 2.2 million barrels a day, で「一日およそ220万バレルという減産」です。
some はここでは数字の前において「およそ、約」という意味です。
例：some 80 countries「約80か国」

, the secretariat for the multinational organization noted Sunday. で「～と、その多国間機構（OPECプラス）の事務局が日曜日に言及した。」となります。
the secretariat for the multinational organization が主語で「その多国籍機構の事務局」となります。
secretariat セクレ[テ]ァリアトゥで「事務局、事務局員」という意味の名詞。
the multinational organization は OPEC+ の言い換え表現（パラフレーズ）になっています。
multi- で「多数の～、複数の～」という意味の接頭語。
発音に注意しましょう。マルチではなくてマルティーもしくはマルタイとなります。

note は「～を書き留める」という意味もありますが、ここでは「～に言及する」という意味です。

Saudi Arabia led the pack で「サウジアラビアが先頭を走った」です。
つまり他の国に先んじで行動に出た、ということです。
lead the pack は「先頭集団のトップを走る」という意味のコロケーション。
ここでの pack は「集団、群れ、一団」という意味です。
by extending ～ で「～を延長することで（先頭を走った）」です。
its previously-implemented cut で「同国のすでに実施されていた減産」です。
its は Saudi Arabia を指しています。
cut で「減産、削減」という意味の名詞。先ほどの reduction と同義語です。
(cut) of 1 million barrels a day で「一日100万バレルという（減産）」
through the end of 2024’s second quarter. で「2024年の第二四半期末まで」です。
through ～ は「～の終わりまで」という意味の前置詞。
