で「無垢であることは美徳ではない。美徳というものは、公共の利益を促進することにおいて燃えるような知性の積極的な行使を要求するものだ。広範囲にわたる沈思黙考を常習的に行っていないにもかかわらず、突出して徳のある者など存在し得ないのだ。」という意味になります。

Innocence is not virtue. で「無垢であることは美徳ではない。」です。
innocence は「無罪」という意味から「無垢、無邪気」という意味もあります。
形容詞形は innocent で「無罪の、無邪気な、無垢の、世間知らずな、無知な、純真な」です。
同義語 ignorance「無知であること」
反対は guilty で「有罪の、罪の意識がある」です。
virtue [ヴァ]ーチューは「美徳、美点、長所」です。
形容詞形は virtuous [ヴァ]ーチュアス「高潔な、道徳的な」

Virtue demands ～ で「美徳は～を要求する」です。
demand はここでは require と同じで「～を必要とする」という意味で使われています。
the active employment of an ardent mind で「積極的な採用、燃えるような精神の」です。
employment は「採用」という意味から「道具などの行使」という意味になります。
an ardent mind で「燃えるような知性」です。
mind は emotion「感情」ではない「知性、精神」です。
ここでは innocence「世間知らずさ」に対応させています。
in the promotion of ～ で「～の促進において」です。
the general good.「公共善、公共の利益」です。

No man can be eminently virtuous, で「どんな人間も、突出して徳の高い状態で存在し得ない」です。

, who ～ は no one を先行詞にとった関係代名詞。
このように関係代名詞と先行詞が離れることもあるので注意しましょう。

who is not accustomed to ～ で「～に慣れていない、～の習慣がない」です。
an extensive range of reflection. で「広範囲にわたる内省」です。
reflection は「反射」という意味もある通り、心の中の鏡に映して物事を静かに考えるというイメージです。
動詞形は reflect リフ[レ]クトゥで「～を熟考する、思案する」です。
こちらも mind と同じく innocence に相対したコンセプトですね。
extensive は「広範囲な、広域の」という意味の形容詞。
対義語は intensive で「集中的な」です。
例：intensive care「集中治療」、extensive analysis「広範な分析」
