で「この10年で日本は昔に比べたら株主に対してかなり友好的な環境になりました。政府改造によって、これまで不景気だった国内経済に対しての自信が一気に生まれました。企業合併や物言う株主の活動が急増しました。自社株買戻しは2023年には記録的なレベルに達しました。」という意味になります。

In the past decade, で「過去10年で」です。
decade [デ]ケイドゥで「十年」です。100年で century, 1000年で millennium です。
Japan has become ～ で「日本は～になった」
a far friendlier place for shareholders. で「株主に対して昔に比べたらはるかに友好的な場所に」です。
friendly の比較級で friendlier です。 far は比較級を強める意味の副詞「はるかに、ずっと」です。

Government reform has resulted in ～ で「政府改造は～という結果となった」です。
a burst of confidence で「信頼のほとばしり、自信の激増」です。
例：burst of energy「エネルギーのほとばしり」、burst of sales「売り上げの激増」
(in) the country’s hitherto-stagnant economy. で「同国の現在に至るまで低迷する経済（への信頼）」
hitherto [ヒ]ザートゥは「現在に至るまで」という意味の副詞。
例：hitherto known「従来の」、hitherto existing「現在に至るまで存在する」

Mergers and investor activism have surged. で「企業合併や物言う株主たちの活動が急増した」です。
investor activism は直訳すると「投資家の積極的行動」です。
つまり、投資家たちが企業経営側に対して改革を迫るなどの活動することを指しています。
日本では一時期、村上ファンドが「物言う株主」として注目されましたね。

Share buy-backs hit a record level in 2023. で「自社株買いは2023年には記録的レベルに達した。」です。
a share buy-back は「株の買戻し、自社株買い」です。
上場している企業が、市場に出回っている自社株を買い戻すことです。
