で「この国では世論に権力がある。私はそのことを神に感謝する。なぜなら、それはあらゆる権力の中でも最も正直で最善の権力だからだ。それは、無能または不適切な者が、その弱く邪悪な手で同胞市民の命や財産を握ることを決して許さないのだ。」という意味になります。
There is a power in public opinion で「世論に権力がある」です。
public opinion は「世論、大衆の意見」です。
in this country で「この国には」です。つまり「アメリカには」ですね。

I thank God for it「私はそのことを神に感謝している」
コロン（:）で「つまり～」
for ～「というのは～」
it is the most honest and best of all powers で「それはすべての権力のうちで最も誠実で最善の権力だからだ」です。
– which ～「それは～」
will not tolerate ～ で「～を許容しない」
an incompetent or unworthy man で「無能で不適切な者（が）」です。
incompetent イン[コ]ンピテントゥは「無能な、不適任な」です。
動詞形 compete コン[ピ]ートゥで「競争する、太刀打ちする」です。
unworthy で「価値のない、無価値の、値しない、ふさわしくない」です。
to hold ～「を保持することを（許容しない）」です。
in his weak or wicked hands で「その弱く邪悪な手の中に」
the lives and fortunes of his fellow-citizens. で「同胞市民の命や財産を」です。
his は an incompetent or unworthy man を指しています。
それではまず文節に分けて日本語に訳し内容を理解して下さい。
