で「火曜日、彼は突然、戒厳令を発令した。つまりそれはすべての政党活動を禁止し、メディアの自由を厳しく制限するものだ。しか６時間後、反対野党の政治家たちが国会内にバリケードを作って籠城したり、数千人の勇敢なデモ参加者たちが通りに集まった後で、彼は唐突に方針転換した。」という意味になります。

On Tuesday「火曜日に」
he suddenly declared martial law で「彼は突然、戒厳令を宣言した」です。
he は韓国の尹大統領のことです。
martial law で「戒厳令」です。martial は「軍の、戦争の」という意味なので、戦時下に出される特別な法令、という意味合いです。
例：martial arts「武術、格闘技」
banning all political parties で「すべての政党を禁止すること」
and「また」
severely curbing media freedom.「厳しくメディアの自由を規制すること」です。
severely スィ[ヴィ]アリで「厳格に、厳しく」です。
curb ～ で「～を規制する、抑制する」です。

But ～「しかし～」
six hours later,「6時間後」
after ～「～の後で（～したので）」
opposition politicians 「反対野党の政治家たち」
例：opposition party「野党」
had barricaded themselves inside parliament「国会内にバリケードを作って籠城した」です。
barricade ～ で「～をバリケードで囲む」
and ～「また～」
thousands of courageous protesters で「数千人の勇敢なデモ参加者たちが」
had flocked to the streets, で「通りに集まった」
flock to ～ で「～に群がる、～にドッと押し掛ける」です。
he abruptly reversed course. で「大統領は唐突に方針転換した。」です。
abruptly で「ぶっきらぼうに、唐突に」という意味の副詞。
reverse course で「コースを逆転する、方針を転換する」です。
