で「変化は身近なところから始まります。世界を変えるような大きな変化でさえ、私たちのような一人ひとりから、小さく始まるのです。私たちの世代が、より強くつながれるかどうか、自分たちにとって最大の可能性を実現できるかどうか――その鍵を握っているのは、結局のところこれです。つまり、あなたがコミュニティを築き、すべての人が生きる目的を感じられる世界をつくり出す力です。2017年卒業生の皆さん、皆さんはいま、“目的”を必要としている世界へと旅立とうとしています。それを生み出すのは、あなたたちなのです。」という意味になります。

Change starts local.「変化は地元から始まる。」です。
local は「地元、地方」ですが、ここでは global に対応して「身近な狭い範囲」です。

Even global changes start small「地球規模の変化でさえも、小さく始まる。」
with people like us.「私たちのような（普通の）人間から」

In our generation,「私たちの世代において」
the struggle of ～「～という葛藤」
whether we connect more,「もっと繋がれるかどうか」
や、
whether we achieve our biggest opportunities,「とても大きなチャンスを実現できるかどうか」
という葛藤は、
comes down to this「これに行き着きます」
これ（this）というのは、
your ability to ～「あなたの～ができる能力」
to build communities「コミュニティを築く（能力）」
and ～「そして～」
create a world where ～「～な世界を創り出す（能力）」
どんな世界かというと、
(where) every single person has a sense of purpose.「一人ひとり全ての人が目的意識を持っている（そんな世界）」

Class of 2017, 「2017年の卒業生の皆さん」
you are graduating into a world「みなさんは～な世界に卒業していきます」
that needs purpose.「目的を必要とする（世界に）」
It’s up to you to create it.「それを創り出すのはあなた次第なのです。」
up to ～ で「～次第だ、～にかかっている」という意味の言い回し。
