A U.S. special forces soldier で「アメリカの特殊部隊の兵士」です。
special forces で「特殊部隊」です。
forces と複数形で「軍隊、部隊」という意味になります。
(a soldier) involved in the military operation で「軍事作戦に関わった（兵士）」
to capture Venezuelan President Nicolás Maduro で「ベネズエラ大統領ニコラス・マドゥロを拘束するための（軍事作戦）」
capture ～ で「～を捕らえる、捕獲する」

対応するのは state で「州の」です。
