で「独立後の数十年間、インドは、その発展段階から考えればはるかに優れた統計インフラを誇っていた。しかし近年、その制度は放置と政治的介入の両方によって損なわれてきた。怪しげなデータは、国内外で、インドの官僚機構に対する信頼をむしばんできた。政府自身のシンクタンクも、この状況が変わらなければ生じる六つの深刻なリスクを挙げている。」という意味になります。
For decades「数十年間」
after independence 「独立の後」
India boasted a statistical infrastructure で「インドは統計インフラを誇っていた。」です。
boast ～ で「～を誇りにする、～を持っている」です。
far superior to ～「～に対してはるかに優れた」です。
superior ス[ピ]ァリアーは「より優れた、上等の」という意味の形容詞。
far は比較級を強めて「はるかに、ずっと」です。
(to) what its level of development would suggest.「同国の発展の度合いが示唆するもの（に対して）」です。
its は India を指しています。
つまり、まだインドがそれほど発展していなかったにもかかわらず、ということですね。
But ～「しかし～」
in recent years「近年」
the system has suffered from ～「そのシステムは～を患ってきた（～という問題を抱えてきた）」
suffer from ～ は「～の問題を抱える、～に悩まされる、苦しむ」です。
the system は statistical infrastructure のシステムを指しています。
(suffer from) both neglect and political interference.「放置と、政治介入の両方（に悩まされてきた）」
neglect は「放置、怠ること」という意味の名詞。
Dodgy data have sapped ～ で「怪しげなデータが～を損なってきた」です。
dodgy は「怪しい、信用できない、危ない」という意味の形容詞。
dodgy はややイギリス英語っぽく、アメリカ英語ではよく sketchy が代わりに使われます。
例：a dodgy street「危険な通り」、a dodgy job「怪しげな仕事」、sketchy statistics 「いい加減な統計データ」
sap ～ は「～を徐々に損なう」という意味の動詞。
名詞では「樹液」という意味から「樹液を吸い取って徐々に活力を奪う」というニュアンス。
confidence in India’s bureaucracy. で「インドの官僚制度への信頼（を損なってきた）」です。
confidence in ～「～への信頼」という意味のコロケーションです。
, at home and abroad,「国内でも海外でも」です。
at home は「家で」ではなく、ここでは「国内で」という意味です。
The government’s own think-tank「政府自身のシンクタンクが」
lists ～「～をリスト化している」
six stark risks「６つの深刻なリスクを」です。
stark は「荒涼とした」という意味から「完全な、全くの、深刻な」という意味の形容詞。
if this goes unchanged.「もしこの状況が変わらないなら」です。
go unchanged で「変わらないままでいる、そのままでいる」です。
それではまず文節に分けて日本語に訳し内容を理解して下さい。
