で「ヨーロッパは今、自らが生んだ放蕩息子の250歳の誕生日を前に、さまざまな問いに悩まされている。この見込み薄に見えた冒険的な企ては、いったいなぜ成功したのか。旧世界の宗教的な変わり者たちによって建国され、その後、貧しい農民や戦争から逃れてきた難民たちによって人が増えていった共和国——その成功の秘密は何だったのか。ヨーロッパ人がアメリカを軽く見ようとする衝動の裏には、自分たちも変わらなければならないという事実を認めたくない気持ちがあることが多い。」という意味になります。
As ～「する状況で、～するなかで」
Europe ponders ～「ヨーロッパが～に思いを巡らす（中で）」です。
Europe の擬人化（personification）ですね。
ponder ～ で「～を熟考する、沈思黙考する」です。
the 250th birthday of its prodigal child, で「その放蕩息子の250歳の誕生日（について考える）」です。
its prodigal child はアメリカのことです。
its はヨーロッパを指しています。
prodigal プ[ロ]ディガォで「金遣いが荒い、放蕩の」という意味の形容詞。
it is racked by questions.「ヨーロッパは多くの疑問に苛まれている。」です。
rack ～ は「～を悩ませる、苦しめる、拷問する」という意味の動詞。
語源的には、拷問台で体を引き伸ばして苦しめる、から来ています。
どんな question かというと、
What was the secret that ～ ? で「～した秘訣は何だったのか？」です。
(that) made a success 「成功を収めた（秘訣）」
out of this unpromising venture,「この見込みのない冒険的事業から」です。
this unpromising venture とは、つまり、ヨーロッパから船出してアメリカで建国することですね。
同格のカンマで言い換えて
, a republic 「（それはつまり）共和国」です。
founded by ～「～によって建国された」
the old world’s religious oddballs,「旧世界の敬虔な変わり者たち（によって）」です。
old world はアメリカから見た場合ヨーロッパを指します。
religious は「信心深い、宗教の」
oddball は「変わり者、奇人」という意味の名詞です。
メイフラワー号でアメリカに渡ったピルグリム・ファーザーズのような人たちのことですね。
ヨーロッパで主流から外れていた宗教的少数派・異端者・迫害された信仰集団、
クエーカー、ピューリタン、一部のカトリック移民などです。
, then ～「そしてその後」
populated by ～「～が住み着いた、～によって人口が増えた」です。
its destitute farmers「ヨーロッパの貧農たちや」
its は先程の、the old world を指しています。
destitute は poor よりも強く「極貧の」です。
and the refugees from its wars?「戦争から逃げ出した難民たち」です。
このits も同様に the old world「ヨーロッパ」を指します。
The urge to dismiss the place で「その場所を見下げたいという衝動」です。
the place はアメリカですね。
dismiss ～ で「～をダメだと退ける、却下する、軽く見る」です。
is often prompted by ～「は、しばしば～によって引き起こされる」です。
by a reluctance to admit that ～「～ということを認めたくないという気持ちによって」です。
reluctance は「気が進まないこと、不本意」という意味の名詞。
(that) Europe must change.「ヨーロッパが変わらなければならない（ということ）」です。
それではまず文節に分けて日本語に訳し内容を理解して下さい。
