で「最後に、われわれの敵対者となろうとする国々に対して、われわれが差し出すのは誓約ではなく、ひとつの要請である。すなわち、科学によって解き放たれた暗黒の破壊力（核兵器）が、計画的であれ偶発的であれ、人類全体を自滅へと呑み込んでしまう前に、双方が平和を求める努力を新たに始めよう、という要請である。」という意味になります。

Finally, ～「最後に」です。
これまで続いてきた、To ～ で始まる各国・各集団への呼びかけを締めくくる表現です。
to those nations who ～「～するそれらの国々に」です。
who would make themselves our adversary, で「自らを我々の敵対勢力にしようとする（国家たち）」です。
make ～ … で「～を…にする」という意味の言い回し。
adversary で「敵対者、対抗者、敵対勢力」です。
adversary は可算名詞ですが、ここでは「（アメリカに対する一つの）敵対陣営・敵対勢力」という意味で単数形が使われています。
そのような国々に対して、
we offer not a pledge but a request: で「我々は誓いではなく、要請をする」です。
not A but B で「AではなくB」です。
offer a pledge で「約束する、誓いを差し出す」
offer a request で「要請をする、リクエストする、依頼する」
どんな要請かというと、コロン（:）でつないで、
that both sides begin anew the quest for peace, で「両サイドが、平和に向けた探求を新たにする、という（要請）」です。
最初の that は「～という」という意味で同格のthatです。a request の中身の説明ですね。
また、request のように要求や提案を表す語に続く that 節では、動詞の原形（仮定法現在）が使われることがあります。
そのため、both sides begin と begin が原形になっています。
both sides は、we と our adversary を指しています。当時の冷戦という背景を踏まえると、民主主義陣営と共産主義陣営ですね。
begin anew で「新たに始める、一からやり直す、出直す」という意味のコロケーション。
, before ～「～する前に」
the dark powers of destruction unleashed by science までが before節の主語で「科学によって解き放たれた暗黒の破壊の力」です。
unleash ～ で「～の紐を解く、解き放つ」です。
もともと「つないでいたひもを外す」という意味で、そこから「～を解き放つ、抑えられていた力を放出する」という意味になります。
つまり科学の進化で生み出された核兵器などのことを指しています。
engulf all humanity「全人類を呑み込む（前に）」です。
engulf ～ は「～を飲み込む、包み込む」という意味の動詞。
in planned or accidental self-destruction. 「意図的な、または偶発的な、自滅の中に」です。
planned で「計画された、意図的な」です。
対して、accidental は「偶発的な、予想外の」という意味の形容詞。
self-destruction は「自滅、自己破壊」です。
それではまず文節に分けて日本語に訳し内容を理解して下さい。
