Spain will deploy its military で「スペインは同軍を配備することになる」です。
deploy the military で「軍隊を配備する」という意味のコロケーションです。
deploy ～ は「～を配置する、布陣を敷く、展開する」です。
to restore order で「秩序を回復するために」です。
restore ～ は「～を回復する、復元する、復旧する」です。
order はここでは名詞で「秩序、治安」という意味。
at its border with Morocco in Ceuta で「セウタのモロッコとの国境で」です。
its border の its はスペインを指しています。
Ceuta は、地中海（ジブラルタル海峡）を渡ってアフリカ大陸側にある飛び地です。

after ～ で「～した後で」ですが、ここでは「～を受けて」と訳すとしっくりきます。
thousands of migrants streamed into ～ で「数千人の移民が～に続々と流れ込んできた（ことを受けて）」です。
stream into ～ で「～に続々と流れ込む」です。stream は名詞では「小川、（絶え間ない水の）流れ」です。
(into) the tiny Spanish territory, で「その非常に小さなスペインの領土に」です。
the tiny Spanish territory は、先ほどの Ceuta のパラフレーズです。
, with at least nine dying in the attempt. で「その試みの中で、少なくとも９人が死亡する状況で」です。
付帯状況を表す with を使った分詞構文です。
with ～ …ing で「～が…する中で、～の状況で」です。
nine「9人が」
dying「死亡する」そんな状況で、です。
the attempt は、このどさくさに紛れて移民たちがセウタに入り込もうとする「試み」を指しています。

The announcement came after ～ で「その声明は～の後で来た」です。
ここでは「～を受けて発表された」と訳せます。
the announcement は、軍派遣の声明のことですね。
(after) local authorities in Ceuta had asked ～ for … で「セウタ地元当局が～に…を要請していた（後で）」
(asked) the central government in Madrid for reinforcements で「マドリードの中央政府に援軍を（要請した）」です。
the central government in Madrid で「マドリードの中央政府」です。
reinforcements は複数形で「援軍、増援、応援の人員」です。
reinforcement は「補強」という意味です。
had asked と過去完了になっているのは、軍派遣の発表が行われるより前に、地元当局がすでに増援を求めていたからです。
to manage a border crisis で「国境危機に対処するために」です。
manage ～ は「～を何とかやりくりする」という意味の動詞。
that boiled over Thursday で「木曜日に手が付けられなくなった（国境危機）」です。
boil over は「煮こぼれる」という意味から、問題や感情などが限界を超えて「収拾がつかなくなる」という意味でも使われます。
また withの付帯状況で、
with large crowds of people breaching the border fence. で「大群衆が国境フェンスを破るという状況の中で」
large crowds of people「人々の大群衆」が、
breaching the border fence で「国境のフェンスを突破して」です。
breach は「城壁などを破る、突破する」という意味の動詞です。
