で「何十年もの間、いくつかの国々は諜報活動を軽視し、その代わりに平和主義や中立政策、地理的な隔絶、あるいはアンクル・サム、つまりアメリカに頼ってきた。だが今、より敵対的な世界に対応するため、各国は情報機関のあり方を見直している。日本は、ほとんどゼロから諜報体制を築こうとしている。スウェーデンは新たな文民の対外情報機関を創設しつつあり、カナダでも同様の機関を設けるべきかどうか議論が行われている。」という意味になります。

For decades「数十年間」です。
decade デケイドゥは「10年」という意味の名詞です。
several countries「いくつかの国々は」
have neglected spying, で「諜報活動を軽視してきた」です。
neglect は「～を軽視する、ほったらかす」です。
分詞構文でつなげて、
, trusting instead in ～ で「その代わりに、～を信頼して（頼りにして）」です。
trust in ～ の間に、副詞 instead が挟まった形。
(in) pacifism, neutrality, remoteness or Uncle Sam.「平和主義、中立政策、地理的な隔絶、あるいはアンクル・サム（を頼りにして）」です。
pacifism [パ]スィフィズムは「平和主義、反戦主義」
neutrality ニュートゥ[ラ]リティは「中立、中立性」です。
remoteness は「隔絶性、遠く隔てられていること」です。
Uncle Sam は「アメリカ、（特に）アメリカ政府」を擬人化した呼び名です。

Now「今」
they are reshaping「それらの国々は～を見直している」です。
reshape ～ で「～を作り直す、作り変える」です。
their intelligence services「自国の諜報機関を」です。
intelligence は「知性、知能」という意味以外にも「諜報、機密情報」という意味があります。
例：CIA（Central Intelligence Agency）「中央情報局」
for a more hostile world.「以前よりも敵対的な世界に対応して」です。
hostile [ホ]スティォで「敵対的な、非友好的な」という意味の形容詞。

Japan is building an espionage apparatus「日本は諜報体制を築こうとしている」です。
espionage [エ]スピオナジは spying の同義語で「スパイ行為、諜報活動、偵察」です。
apparatus アパ[ラ]タス「（特定の用途のために機能する）一連の装置、体制、組織、機構」という意味。
例：filtering apparatus「（一式の）ろ過装置」
almost from scratch. で「ほとんどゼロから」です。
from scratch で「ゼロから、いちから」という意味。

Sweden is creating a new civilian foreign-intelligence agency.「スウェーデンは、新たな文民組織としての対外情報機関を作ろうとしている。」です。
civilian は「文民の」で「軍用ではない」という意味合い。

Canada is debating whether to have one, too.「カナダもそれを持つべきかどうか議論している。」です。
have one の one は、先ほどのスウェーデンの外国諜報局と「同種のもの」を指しています。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
