I have a dream that one day, down in Alabama, with its vicious racists, with its governor having his lips dripping with the words of “interposition” and “nullification” — one day right there in Alabama little black boys and black girls will be able to join hands with little white boys and white girls as sisters and brothers.

で「私には夢がある！ 私には夢がある。いつの日か、あの悪辣な人種差別主義者たちや『州権優位説』や『連邦法実施拒否権』という言葉を口走るような州知事がいる、あのアラバマ州に至ってさえも、いつの日にか、黒人の少年少女が白人の少年少女と姉妹兄弟として手を繋いで連携することができるという夢が。」という意味になります。

I have a dream today! 「今日私には夢がある！」
I have a dream that ～ で「私には夢がある、～という夢が」です。
「～という」という意味の同格のthat になります。
どんな夢かというと、one day「いつの日か」
, down in Alabama, で「アラバマ州の方でも」です。
この down は「（中心から離れて）あっちのほう」という意味合いです。
up と down には「上」「下」という意味以外にも「中心へ」「中心から離れて」という意味があります。
例：walk down the street「通りをあっちの方へ歩いていく」
with its vicious racists, で「アラバマの悪質なレイシストたちがいる中で」です。
は付帯状況の with です。「～が…する状況で」と訳します。
この its はアラバマ州を指しています。
同じく付帯状況の with が続いて、with its governor having ～ で「アラバマの知事が～を持っている中で」です。
having his lips dripping with ～ で「（知事が）その唇を～で滴らせて」です。
drip with ～ は「～を滴らせる、～でどっぷりの」という意味の言い回し。
例：drip with sarcasm「嫌味たらたらである、皮肉がたっぷりである」
何で唇を滴らせているのかというと、
with the words of “interposition” and “nullification” で「『州権優位説』や『連邦法実施拒否権』などという言葉で」です。
interposition は直訳では「介入、干渉」、nullification は「無効化、取り消し」ですが、この文脈においてはアメリカでのある政治用語を表して、
それぞれ『州権優位説』と『連邦法実施拒否権』という意味になっています。
州権優位説は、各州は連邦政府の措置に反対できるということ、
連邦法実施拒否権は、州内への連邦法実施を拒否できる権利、です。

one day「いつの日か」
right there in Alabama「そんなアラバマ州でさえも」
little black boys and black girls will be able to ～「黒人の少年少女たちが～できるようになる（という夢）」です。
join hands with little white boys and white girls「白人の少年少女たちと手をつなぐ（ことができる）」
as sisters and brothers. で「姉妹兄弟として」です。
