the number of foreign visitors to Japan 「日本への外国人の訪問者数」が主語です。
the number of ～ で「～の数」という意味になります。

topped 10 million で「1000万を超えた」です。
top は「頂点」という意味ですが、動詞では「頂点に上る、～を超える」という意味でも使えます。
例：top profit target「利益目標を超える」、top analysts’ forecasts「アナリストの予想を上回る」
million は「百万」なので、10 million で「一千万」となります。

The government has set a target で「政府は目標を設定している」です。
set a target of ～ は「～に目標を設定する」という意味になります。
a target of 20 million visitors なので「2000万人の訪問者という目標」です。
