で「最先端のAIモデルが互いに性能を比較されるのと同じように、AIそのものが、米国と中国という競合する二つの政治体制の優劣を測る物差しとなるだろう。二つの超大国のどちらが、AIツールを開発しそれを経済全体に普及させる能力において優れているかを、今世紀で最も有望なこの技術自身によって試されることになる。そしてその優劣は、社会をどのように運営すべきかについて両国が持つ、まったく異なる考え方にも一部左右されるだろう。中国は独裁体制であるがゆえに、今世紀で最も有望なこの技術を活用するうえで、いくつかの強みを持っている。」という意味になります。

Just as ～, so … で「ちょうど～するのと同様に、…もする」という意味の構文になっています。
frontier models are benchmarked against each other, で「最先端の（AIの）モデルが互いに性能を比較評価される」です。
frontier は「国境、辺境、開拓の最前線」という意味ですが、ここでは「技術などが最先端の」という意味の形容詞。
アメリカ西部開拓時代に開拓の最前線が西に西に広がっていったイメージですね。
benchmark ～ は「～の性能評価テストをする」という意味の動詞。
コンピューターの世界では、製品やモデルの性能を比較・評価する「ベンチマーク」の意味でよく使われます。
, so ～「それと同様に～」
AI will itself benchmark ～ で「AI自身も～を性能評価することになるだろう。」
何の優劣を評価するのかというと、
(benchmark) the rival political systems of America and China.「米中の相反する（ライバル関係の）政治体制を」です。
political system で「政治体制」です。つまり民主主義と一党独裁体制を念頭に置いている感じですね。

This century’s most promising technology「今世紀で最も有望視されているこの技術」です。
これは AI の言い換え（パラフレーズ）です。
will test (which) ～ で「（どちらかが）～かテストすることになる」です。
which of the superpowers is better で「どちらの超大国が優れているかを」です。
superpower は「超大国」です。
現代では、米中が超大国（superpowers）です。
冷戦時代は、米ソが超大国と呼ばれて覇権を競っていました。
(better) at creating AI tools で「AIツールを創り出す（のに優れているか）」です。
good at ～ で「～が上手である、～が得意である」という意味のコロケーション。
and ～「また～」
(at) diffusing these through the economy. で「これらを経済に浸透させること（に優れているか）」です。
diffuse ～ で「～を放散させる、散らせる」という意味の動詞。
ここでは、these「これら（のAIツール）」を、through the economy「経済全体に（普及させる）」という意味です。
through には「（端から端まで）全体に、（最初から最後まで）完全に」という意味があります。
例：cook through「完全に火が通るまで煮る」

And ～「そして～」
that will in turn depend partly on ～ で「それによって、それは一部～次第となるだろう」です。
that は先に述べたことを受けて「そのこと」です。
in turn は「今度は、次は、その結果として、そのことがまた」と、因果の連鎖を表しています。
depend partly on ～ は、depend on ～「～次第である、～にかかっている」に partly が挟まった形。
何にかかっているのかというと、
(on) their very different ideas of ～ で「その二国の非常に異なった～の考え方（に）」です。
(of) how societies should be run. で「社会がどう運営されるべきか（の考え方）」です。

As an autocracy,「独裁国家として」
autocracy は「専制政治、独裁政治、専制国家」です。
China has some advantages in ～「中国には、～において、いくらかの強みがある」
(in) harnessing this century’s most promising technology.「今世紀でも最も有望なこの技術の力を引き出すこと（において）」です。
harness ～ で「～の力を利用する」という意味の動詞。
名詞では「（馬車馬の）引き具、馬具、装着帯」という意味です。
そこから「馬の力を利用する、自然の力を引き出す」という意味になります。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
