Britainで「イギリス」、国が主語となって擬人化（personification）されています。
spook は「（幽霊などが）～を怖がらせる、気味悪がらせる、びびらせる」です。
例：spooky story「お化けの話」、spooky mansion「幽霊の出そうな屋敷」
Palantir は、アメリカのビッグデータ企業、パランティア・テクノロジーズ社です。
同格のカンマ（,）でつなげて、

by a chairman who ～ で「～する会長（によって）」
is fond of invoking the Antichrist.「反キリストを引き合いに出すのを好む（会長）」です。
chairman はここでは代表取締役会の「会長」です。
be fond of ～ で「～を好む、～が好きで」です。
invoke the Antichrist で「反キリストを引き合いに出す」です。
Antichrist は「反キリスト」です。キリスト教の聖書において、イエス・キリストに敵対し、あるいはキリストに成り代わって人々を惑わす者の名称です。
歴史的には、ヒトラー、ローマ皇帝ネロ、ナポレオンなど。
フィクションでは、映画オーメンのダミアンなどが、それにあたります。
キリスト教圏の国では、反キリストというと、聖書・終末論・ホラー文化に属するかなり不穏で大げさな象徴で、
究極の悪、終末をもたらす存在、悪魔的なものの文化的イメージです。
ですので、大企業の会長がそのような話をしているとちょっと、異様で変な人として見られる可能性があります。
It has a contract to ～ で「同社は～する契約をしている」
(to) manage medical data 「医療データを管理する（契約）」
with the NHS.「NHSと」
NHS は National Health Service（国民保健サービス） の略で、イギリスの公的医療サービスです。
Its work with London’s Metropolitan Police has been blocked. で「同社のロンドン警視庁との仕事は、阻止された。」です。
The company has flaws.「この企業には問題点がある。」
flaw フローで「欠点、欠陥、問題点」です。
But ～「しかし～」
arguments against ～「～に対する議論、～を批判する論拠・主張」
its business model で「同社のビジネスモデル」
politics and reach「政治と影響力の広がり」です。
are misguided.「～は的外れである。」です。
ここでの reach は「手の届く範囲」という意味から「影響力、権力の及ぶ範囲」という意味の名詞。
misguide ～ は「～を誤った方向へ導く」という意味の動詞。
つまり、議論が「間違った方へ導かれている、的外れである」ということ。
それではまず文節に分けて日本語に訳し内容を理解して下さい。
