One of Earth’s peculiarities で「地球の特性のひとつ」です.
the をつけない Earth は客観的に「(天体としての惑星名)地球」という意味です。
一方 the Earth とすると「我々が住むこの地球」という意味合いが強くなります。

peculiarity は「特異性、変わったところ、風変わりな点」という意味の名詞。
形容詞形は peculiar で「奇妙な、特有の、一風変わった」です。
例:peculiar flavor「独特の(変わった)味」
as a planet「惑星としての」
is that ~「は、~ということだ」です。
どんなことかというと、
(that) its surface temperatures hover near ~ で「その表面温度が付近を行ったり来たりしている(ということ)」です。
its は Earth を指しています。
hover は「浮かぶ、空中を舞う、うろつく」です。
hover near ~ なので「~付近をうろつく」
(near) the melting point of water,「水の溶融点(の付近を)」です。
またここでの temperatures が複数なのは、地球表面の場所ごとのさまざまな温度を意識しているためですね。
分詞構文でつなげて、
, meaning (that) ~「(それは)~ということを意味している」
some parts are covered by ~「一部は~に覆われている」
by that substance「その物質に」
in its liquid form「その液体の状態で」
that substance は water の言い換え表現(パラフレーズ)です。
and ~「そして~」
some by it「また別の部分はそれに(覆われている)」
in its solid form, ice.「その固体の状態で、つまり氷」です。
some by it は some (parts are covered) by it と略されています。

One consequence is that ~「それの一つの帰結は~ということだ」
consequence [カ]ンセクェンスは「(行動や状況から必然的に導かれる)結果、結論、帰結」です。
どんな結果が招かれるのかというと、
(that) life in the transition zone is precarious.「境目にあたる地域での生活は非常に危うい」です。
transition zone で「移行帯」ですが、ここでは水・氷の状態が変化する地域、ということですね。
transition は「推移、移行、遷移」という意味の名詞。
precarious はプリ[ケ]アリアスは「不安定な、危険な、おぼつかない、あてにならない」という意味の形容詞です。
Just how precarious ~ discovered で「まさにどれだけ危険かを、~は思い知らされた」です。
(主語) discovered just how precarious (it was). の倒置形で、
目的語の just how precarious (it was) が強調のため文頭に出た形です。
主語に当たる部分が、
the inhabitants of the Bhote Koshi and Trishuli valleys in Nepal and Tibet で「ネパールとチベットにまたがるボテ・コシ川とトリシュリ川の渓谷に暮らす人々」です。
inhabitant イン[ハ]ビタントゥは「居住者」です。
discover how ~ で「どれほど~なのかを発見した」ですが、ここでは discover は「~を理解する、思い知る」です。
when ~「~したときに」
an unheralded surge of water ~「何の前触れもない水の急増が~」
swept all before it.「行く手にあるすべてを一掃した(とき)」です。
unheralded は「予告なしの、前触れなしの」という意味の形容詞。
動詞形 herald は「到来を告げる、先触れをする」という意味です。
surge は「急増、大波のうねり、高潮」です。
swept は sweep「~を一掃する」の過去形です。
all before it で「その前にあるすべて」です。
ここでの before は空間的な「~の前、目の前、行く手」です。
