why don’t you ～ は「～をしましょう」「～をしませんか」という意味で、「提案」の意味になります。
直訳すると「なぜ～しないのですか？」となりますが、これが転じて「～したらいいのに」→「～しましょうよ」となったものです。

transmit は「送信する, 発信する」という意味で、情報や信号などを「送る」時に使用します。
