the observation deck of Abeno Harukas で「あべのハルカスの展望台（展望デッキ）」です。
observation は「観察、観測」という意味の名詞です。
動詞形は observe アブ[ザ]ーヴ「観測する、見学する、よく見る」です。

the tallest skyscraper in Japan で「日本で最も高い超高層ビル」です。
skyscraper は「超高層ビル」という意味でよく使われる表現です。
sky + scraper で「空を削る（こする）もの」という意味合いです。
ice scraper という道具があります。
寒冷地で冬場、自動車のフロントガラスにこびりついた雪や、氷を取り除く、強化プラスチック製品。ひっかくようにして削り取るものです。

surpass は「～を超える」です。
sur- は「超えて、上に」という意味の接頭語（prefix）です。
surcharge「超過料金」、surround「取り囲む」

thanks to ～ は「～のおかげで」という意味の前置詞句になります。

the operator of the building said で「ビルの運営担当者が言った（ビルの運営担当者によると）」という意味になります。
ソースが伝聞でのニュース記事ではお約束の表現ですね。
