で「これらの花の到来は、大変重要な年中行事である。この花がいつどこで咲くかを正確に指し示す予報があるくらいに（重要な行事だ）。」という意味になります。

annual event で「年中行事、年に一度のイベント」という意味です。
お正月やクリスマス、卒業式などのことです。

so significant, that ～ で so ～ that …の形です。
「…するほど～だ、とても～なので、…するくらいだ」という意味になります。
significant は「重要な、影響が大きい、意義深い」という意味の形容詞です。
例：significant advance「意義深い進歩、重要性の高い進歩」

there are forecasts pinpointing exactly when and where ～ で「いつどこで～かを正確に示す予報がある（くらいだ）」です。
forecast は「予報、天気予報」です。
例：weather forecast「天気予報」

when and where the flowers are expected to bloom で「花がいつどこで咲くか」です。
be expect to ～ で「～することを期待される」です。
bloom は「花が咲く、開花する」という意味の動詞です。
