で「日本は地震がよく起こる国です。一年中、小さな地震も大きな地震も両方が全国各地で発生しています。」という意味になります。

Japan is a country with frequent earthquakes で直訳すると「日本は頻繁に起こる地震を持つ国です」という意味になります。
with ～ は「～を持つ、～がある」という意味の前置詞です。

All year long で「一年中、年間を通して」という意味の表現です。

there are earthquakes both small and large で「地震がある、小さいのも大きいのも両方」です。
both ～ and … で「～も…も両方」です。

occurring throughout the nation で「全国で発生する」です。
occur アカーは「発生する」という意味の動詞です。
例：if problems occur「もし問題が起こったら」

throughout the nation で「全国で、全国各地で」という意味になります。
across the country などとも言えます。
