smash hit は「大ヒット、スマッシュヒット」です。
smash の意味は「粉砕する、粉々にする、打ち砕く、強打」という意味です。

was referred to prosecutors で「送検された」という意味になります。
be referred to prosecutors で「送検される」という意味です。
refer は「言及する、参照する」という意味でもよくつかわれますが、この場合は「問題の処理を～へ付託する、委ねる」という意味合いです。
