で「こんなに後ろ向きだと聞くに堪えません。そしてまた別の種類のネガティブさでは、不平もそうです。これはまあイギリスのお国芸ですね。」という意味になります。

前回に続いて「話者の7つの大罪」をリストアップしていきます。
第三の「ネガティブさ」の続きです。

It’s hard to listen when somebody’s that negative. で「誰かがそんなにネガティブだったら聞くに堪えません」となります。
when somebody’s that negative で「人がこんなにネガティブだったら」となります。
この場合の that は「そんなにも、それほどに」という意味の副詞になります。

And another form of negativity, complaining. で「そしてまた別のネガティブさいでは、不平があります」となります。
another form of ～ で「また別の種類の～、別の形の～」という意味の言い回しです。
complaining は「不平、不平を言うこと、愚痴を言うこと」です。
例：complain about a job「仕事の対する不満を言う」

Well, this is the national art of the U.K. で「これはイギリスのお国芸です」となります。
national art で「お国芸」となります。
art には「芸、技、技術、技能」などという意味もあります。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
