ドイツ生まれの理論物理学者、アイン・シュタイン氏の言葉です。

で「この世界は危険な場所である。悪い人たちがいるからではない。その悪を解決しようとせずに、何もしない人がいるからだ。」という意味になります。

The world is a dangerous place to live で「この世界は暮らしていくのには危険な場所だ」となります。

not because of the people who are evil で「邪悪な人々のせいではなく」です。
not ～ but …「～ではなく…である」の形です。
because of ～ で「～の理由で、～のせいで」です。
the people who are evil で「邪悪な人々、悪い人たち」ですね。
evil は「邪悪な、悪の、道義に反する、有害な」という意味の形容詞です。
例：evil deed「悪行」

but because of the people who don’t do anything about it. で「それについて何もしない人たちのせいで」です。
the people who don’t do anything about it で「それについて何もしない人たち」です。
about it の it は前述の「悪い人たち」のことです。

悪い人の存在を見て見ぬふりをすることこそが、この世を危険にしているというわけですね。

アインシュタインは大の親日家で、訪日した際に、「新橋橋善」の天ぷら弁当と、そこに添えられていた「新橋玉木屋」の昆布の佃煮を特に気に入ったそうです。

それではまず文節に分けて日本語に訳し内容を理解して下さい。

この世界は

a dangerous place to live;
生きるのには危険な場所である

not because of
～のせいではなく

the people who are evil,
悪い人々の

but because of
～のせいだ

the people who don’t do anything about it.
それにて何もしない人々の（せいだ）
