Japanese universities are becoming regionally more powerful, but they still have a long path ahead to rank among the top universities in the world. What they need is the support of elite, exchange, informational and city diplomacy to appeal to the world’s best and brightest.
で「日本の大学は（アジアの）地域限定では力をつけてきているが、世界最高の大学の中で高位にランクインするにはまだまだ先は長い。その日本の大学に必要なものは、世界で一流の人材に訴求するための、エリート指向の、教育交流の、情報伝達の、そして都市間の外交をサポートすることである。」という意味になります。

京都外国語大学の教授 Nancy Snow さんの記事から引用です。
日本の大学が世界で競争力をつけるには何が必要かという内容です。

では見ていきましょう。

Japanese universities are becoming regionally more powerful で「日本の大学は局所的にはより力をつけてきている」です。
be becoming more powerful で「勢力を強めつつある、力をつけ始めている」という意味の言い回しです。
regionally は「地域的に、局所的に」という意味の副詞（adverb）です。
日本国内だけなら、アジア限定でなら、という意味になります。
名詞形は region リージョンで「地域、地方、地帯」です。

but they still have a long path ahead to rank among the top universities in the world. で「しかし未だ長い道のりである、世界のトップ大学の中で高位にランクインするには」となります。
they still have a long path ahead to で「まだ～へは長い道のりがある」です。
they は　Japanese universities「日本の大学」を指しています。
have a long path で「長い道を持つ→長い道のりである」です。
to rank among the top universities in the world で「世界のトップ大学の中でランクする為に」です。
rank among ～ で「～の中でランクインする」という意味の言い回しです。
世界のトップ大学というのは、いわゆるハーバードやスタンフォード、ケンブリッジなどのことですね。
ちなみに東京大学でさえ世界の中では20位以内に入れないという現実があります。

では何が必要なのか？
What they need is ～ で「彼らが必要とするものは～である」です。
What someone need is ～ で「（人）が必要とするものは～だ」という意味の言い回しです。
例：What I need is a holiday.「私に必要なのは休暇だ」

the support of ～ で「～のサポート、～をサポートすること」です。

elite, exchange, informational and city diplomacy で「エリート指向の、教育交流の、情報伝達の、そして都市間の外交」です。
elite「エリートの」
exchange「交流の」
informational「情報の」
city「都市の」
となりますが、上記の意味合いはそれぞれ記事を読んでいく中で説明されていきます。
各段落の目次的な役割となっています。

是非記事を読んで見てほしいですが、軽く説明すると
elite もっと世界のエリート学生を集める施策を、
exchange 教授陣の世界での教育交流を活発に（論文の発表数・学会への出席など）
informational マスメディアを使った巧みな情報発信
city 姉妹都市を増やすなど
です。

上記のような diplomacy「外交術」をサポートすべきだということです。
diplomacy は「外交」という意味の名詞です。
例：diplomat ディプロマットゥ「外交官」

to appeal to the world’s best and brightest. で「世界の最高頭脳たちを引きつけるために」です。
appeal to ～ は「～にアピールする、～に魅力を訴える、～を引きつける」という意味です。
best and brightest は「最優秀の、最精鋭の」という意味の決まり文句です。
例：best and brightest staff「最優秀スタッフ」

それではまず文節に分けて日本語に訳し内容を理解して下さい。

地域的にはますます力をつけてきている

しかし～への道はまだまだ長い
