で「ソーシャルメディアは日本の有名人にとって一歩踏み間違えば危険なものになる。ますます多くの著名人たちが、インターネット上のファン層を開拓するため、インスタやツイッターなどのプラットフォームを使いこなすようになってきている。」という意味になります。

Social media present a tightrope for celebrities in Japan で「ソーシャルメディアは日本の有名人にとって一歩踏み間違えば危険なものになる」です。
present ～ for … で「…にとって～となる」と言う意味の言い回しです。
例：present problems for ～「～にとって問題となる」、present a serious threat「重大な脅威となる」
present の原義は「～をその場に現す」と言う意味合いです。
tightrope は「ピンと張ったロープ」です。綱渡りのロープです。
そこから、「一歩踏み間違えば危険な状況」と言う比喩的な意味で用いられます。
例：walk on a tightrope「危ない橋を渡る」

An increasing number of high-profile people are becoming savvy で「ますます多くの著名人たちが精通してきている」です。
An increasing number of ～ で「ますます多くの～」と言う意味の言い回しです。
increase は「増える」と言う意味の動詞です。
high-profile は「著名な、目立っている、話題の」と言う意味です。
savvy サヴィは「精通した、事情通の、抜け目ない、見識のある」です。
例：tech savvy「科学技術に精通した」

何に精通してきているかというと、
savvy with platforms such as Instagram and Twitter で「インスタやツイッターなどのプラットフォームに」です。

helping them to develop an online fan base. で「（そのようなプラットフォームが）彼らがネット上のファン層を拡大するのに役立つ」です。
help ～ to … で「～が…するのに役立つ」です。
develop a fan base で「ファン層を開拓する、拡大する」です。
online は「ネット上の」と言う意味になります。
