音の専門家ジュリアン・トレジャー氏によるTEDでのスピーチ「人を惹きつける話し方」です。

で「それがどんな状況であれ、本当に重要な時には、この道具箱とその下で動くエンジンをチェックしてみるべきです。そしてウォーミングアップ無しではエンジンは上手く動きません。声のウォーミングアップをしてみましょう。」という意味になります。

Whatever it is, if it’s really important, で「それがなんであれ、本当に重要なら」です。
前回の、ステージに立ってスピーチ。プロポーズ、賃上げ交渉、結婚式でのスピーチ、などの状況のことですね。
Whatever it is で「それが何であれ」と言う意味の言い回しです。

you owe it to yourself to look at ～ で「～を見てみるべきです」となります。
owe it to yourself to ～ は should とほぼ同じ意味で「～すべきだ、～するのが筋だ」と言う意味の言い回しです。
直訳すると「自分には～する義理がある」と言う意味です。
例：owe it to oneself to try「試してみるべきだ」

何を見てみるべきかというと、
look at this toolbox and the engine で「この道具箱とエンジンを調べる」です。
look at ～ で「～に目をやる、～を調べる、検査する」と言う意味です。
toolbox とは、今まで見てきた、
register「声域」
timbre「声色・声質」
prosody「韻律」
pace「ペース」
pitch「声高」
volume「声量・音量」
が入っている道具箱です。

the engine that it’s going to work on で「その下で動くエンジン」です。
it’s going to work on で「それが（そのエンジン）の上で動くことになる」と言う意味です。
it「それ」とは、上記の toolbox のことです。
上記の toolbox に入っているものは全て、the engine の上で稼働すると言うことです。

and no engine works well without being warmed up で「そしてウォームアップ無しに上手く動くエンジンはありません」です。
work well で「しっかり動く、しっかり作動する」です。
without being warmed up で「ウォームアップされずに」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。

本当に重要な状況であるなら

あなたはチェックしてみるべきです
