で「アップル社の新しい子供向け規制機能を使えば、iPadやお下がりのiPhoneなど、子供たちが自分用の機器を使う時間を管理することができる。一度設定してしまえば、親は自分のiPhoneを使って、子供がそれらの機器を使っている時間や、どんなアプリやウェブを使っているかをチェックできる。」という意味になりま

Apple’s new controls for kids までが主語です。
「アップル社の新しい子供向け規制機能」です。
control は名詞では「管理、規制、統制」などという意味になります。

let you manage ～ で「あなたに～を管理できるようにする」です。
let は「～させる、～できるようにさせる」と言う意味の使役動詞です。

何を管理できるようになるのかというと、
manage their time on their own devices で「彼らが自分の機器を使っている時間を管理できる」です。
manage their time で「子供たちの時間を管理する」です。
time on their own devices で「自分の機器を使っている時間」です。
time on ～ で「～を使っている時間、～を見ている時間」と言う意味になります。
例：time on the Internet「ネットを見ている時間」
device ディヴァイスは「機器」と言う意味です。
ここでは、スマホ（iPhone）やタブレット（iPod）のことです。

Once you’ve got them set up, で「一度セットアップしてしまえば」です。
get ～ set up で「～を設定する、～をセットする」と言う意味の言い回しです。
例：get one’s Internet connection set up「ネット接続を設定する」

you can use your iPhone to check ～ で「あなたは～をチェックするのに自分のiPhoneを使える」です。

何をチェックするかというと、
check when your children are on their devices で「子供たちが自分の機器を見ている時間（いつ見ているか）をチェックする」です。
また、
(check) what apps or websites they’re using で「子供たちが使っているアプリやウェブサイトが何かをチェックする」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
