で「彼はアメリカで何を変える必要があるかを人々に伝えて回ったのではありません。彼は彼が信じてることを伝えて回ったのです。”私は信じる、私は信じる、私は信じる”と彼は人々に伝えました。」という意味になります。

go around telling ～ で「～に伝えて回る、言いふらす、吹聴する」です。
go around は「歩き回る」です。

what needed to change in America で「アメリカで何を変える必要があるか」です。

He went around and told people ～ で「彼は歩きまわった、そして人々に伝えた」です。
went around は go around の過去形です。
told は tell の過去形ですね。

それではまず文節に分けて日本語に訳し内容を理解して下さい。

人々に～と伝えながら

アメリカで何を変える必要があるのかを
