Phasing out nuclear, coal and gas is an ambitious undertaking for a heavily industrialized country such as Germany. The government has set a deadline to shutter all the country’s nuclear plants by 2022 and stop burning coal for electricity by 2038.
で「ドイツのように重度に工業化された国にとって原子力、石炭、ガスの使用を段階的に廃止することは大変大がかりな事業である。ドイツ政府は同国内のすべての原子力発電所の操業停止には2022年までと、発電のために石炭を燃やすのを止めるのに2038年までと期限を設けた。」という意味になります。

Phasing out nuclear, coal and gas「原子力、石炭、ガスを段階的に廃止すること」 が主語です。
phase out で「～を段階的に廃止する」という意味の句動詞です。
phase フェイズは名詞では「段階、局面、フェーズ」という意味で、動詞では「段階的に行う」という意味があります。
例：phased withdrawal「段階的な撤退」
nuclear は「原子力の」です。
英では[ニュ]ークリアと、米では[ヌ]ークリアのように発音します。

an ambitious undertaking で「大変大がかりな仕事」です。
ambitious アンビシャスは「野心的な、大望を持った」という意味で
クラーク博士の Boys, be ambitious でおなじみの形容詞ですね。
今回の場合は「（計画や仕事が）大がかりな、野心的な、意欲的な」という意味でつかわれています。
undertaking は「（引き受けた）仕事、事業」です。
例：big undertaking「大事業」、joint undertaking「共同事業」

for a heavily industrialized country such as Germany. で「重度に工業化された国にとって、ドイツのように」です。
heavily industrialized で「重度に工業化された」です。
heavily は heavy ヘヴィーの副詞形で「重く、激しく、程度が重度に」です。
industrialize イン・[ダ]ス・トゥリ・ア・ライズは「工業化する」という意味の動詞です。
名詞形は industrialization インダストゥリアライ[ゼ]イション「工業化」です。

The government has set a deadline to shutter ～ で「その政府は～を営業停止するのに期限を設定した」です。
The government「その政府」とはドイツ政府のを指しています。
set a deadline で「期限を設定する」です。
deadline デッドゥラインで「期限、締め切り」です。
shutter は「シャッターを下ろす」から「店や工場などの営業を停止する」です。

何の営業を止めるのかというと、
(shutter) all the country’s nuclear plants by 2022 で「国の全ての原子力発電所の営業を停止する、2022年までに」です。
all the country’s nuclear plants で「同国の原子力発電所の全て」となります。
plant は「工場、施設」という意味ですが、nuclear plant で「原子力発電所」となります。
by ～ で「～までに」と期限を表せます。

and stop burning coal for electricity by 2038. で「そして石炭を発電のために燃やすのを止める、2038年までに」です。
stop ～ing で「～するのを止める」です。
burn バーンは「燃やす」です。
coal は「石炭」ですね。
