The so-called hometown tax donation system – in which people who make donations to local governments of their choice get the amount deducted from the local tax imposed by the municipality where they reside – was introduced in 2008.
で「いわゆるふるさと納税システム（自分で選んだ地方自治体に寄付をした人が、その額を、住んでいる自治体に課される住民税から控除されるもの）は2008年に導入された。」という意味になります。

The so-called hometown tax donation system で「いわゆるふるさと納税税制」です。
so-called は「いわゆる」という意味の形容詞ですね。
donation は「寄付」です。
動詞形は donate [ド]ゥネイトゥで「寄付する」となります。

– で囲まれた部分は挿入句的な説明文です。
in which は「そのふるさと納税税制の中では」という意味の関係代名詞です。

people who make donations to local governments of their choice が主語で
「自分たちで選んだ地方自治体に寄付をした人たち」です。
make donations to ～ で「～に寄付をする」という意味の言い回しです。
local governments は「地方自治体、地方政府」です。
後で出てくる municipality と同じ意味です。
～ of one’s choice で「自分で選んだ～」となります。
例：get into the college of one’s choice「自分で志望した大学に入る」

get the amount deducted from ～ で「その額を～から差し引かれる」です。
get ～ … で「～を…してもらう」です。
例：get my PC fixed「パソコンを修理してもらう」
the amount は「その額」です。前述の make donations した額のことです。
deducted from the local tax で「地方税から控除される」です。
local tax は「地方税」ですが、日本では住んでいる市区町村から課税される「住民税」にあたります。
inhabitant tax とも言えます。

(the local tax) imposed by the municipality where they reside で「彼らが居住している地方自治体から課される（住民税）」です。
impose インポウズは「税金などを課す、賦課する、負わす」という意味です。
強制的に押し付ける、強要するという意味合いです。
名詞形は imposition インポ[ズィ]ション「強制、賦課、義務」です。
