で「上昇する気温、水の不足、忍び寄る砂漠化が、小麦や米など主要穀物を含んだ食料生産の質と量の両方を低下させるかもしれない。科学者たちは警鐘を鳴らしている。」という意味になります。

Rising temperatures, water shortages and creeping desertification までが主語です。
「上昇する気温、水不足、そして徐々に忍び寄る砂漠化」です。
rising は「高くなっていく」という意味の形容詞です。
shortage ショーティジは「不足、欠乏」という意味の名詞です。
例：electricity shortage「電力不足」、food shortage「食料不足」
creeping desertification は「徐々に忍び寄る砂漠化」です。
creep は「はい回る、ゆっくり近づく」という意味の動詞です。
creeping で形容詞化して「徐々に忍び寄る」となります。
ちなみに creepy だと「ゾッとするような、身の毛もよだつ」となります。
desertification で「砂漠化」です。
desert ディ[ザ]ートゥで「砂漠」です。
ちなみに deforestation ディフォリス[テ]イションで「森林破壊」となります。セットで覚えておきましょう。

could reduce both the quantity and quality of food production, で「～を低下させるかもしれない、量と質の両方を、食料生産の」です。
reduce quality (or quantity) で「質（量）を下げる」です。
quantity and quality で「量と質」となります。
food production で「食料の生産」です。
production は「生産、製造、製作」という意味の名詞です。
日本語では「プロダクション」で（芸能）プロダクションを意味しますが、これは本来の意味である「映画製作会社（movie production campany）」から派生した和製英語です。
芸能プロダクションは英語では talent agency となります。

including staple crops で「主要穀物を含めて」です。
including ～ で「～も含めて、～などの」という意味の前置詞です。
staple crop で「主要穀物」です。米や麦などのことです。
staple で「主要な、主食の」という意味の形容詞です。
例：staple exports「主要輸出品」 、staple diet「主食」、staple goods「主力商品」

wheat and rice で「小麦や米」です。
wheat ウィートゥは「小麦」です。
ちなみに「大麦」は barley バーリィです。
