で「日本の化粧品会社が、同社が言うところの世界初のスプレー式の皮膚、人の髪の毛の100分の1の薄さの繊維でできた保湿フェイスマスクを開発した。」という意味になります。

A Japanese cosmetics company has developed ～ で「ある日本の化粧品会社が～を開発した」となります。
cosmetics カズ[メ]ティックスで「化粧品」となります。
記事を読むと a Japanese cosmetics company とは「花王」だと分かります。

what it says is the world’s first spray-on skin で「同社が言うには、世界初のスプレー式皮膚というもの」となります。
what it says ～ で「その会社が～だと言うもの」です。
it は the company「その会社」を指しています。
the world’s first ～ で「世界初の～」という意味の言い回しですね。
spray-on skin ですので「スプレー式の皮膚」となります。
spray-on は「スプレーでつける」という意味合いです。

a moisturizing face mask made of fibers で「保湿フェイスマスク、繊維でできた」です。
made of ～ で「～でできた、～で作られた」です。

(fibers) one-100th the thickness of a human hair. で「人間の髪の毛の厚さの100分の1の（繊維）」です。
分数の表現ですね。
one half「2分の1」
one third「3分の1」
one fourth「4分の1」
three fourths「4分の3」
です。
数字＋序数で表します。
また、
one-third the size of ～ で「3分の1のサイズ」です。
one-100th the thickness of ～ なので「100分の1の厚さ」となります。
thickness は「厚さ」
形容詞形は thick で「厚い」です。
反対の「薄い」はなんだったでしょう。答えは「今日のつぶやき」で。
