Australia’s most populous state declared its second emergency in as many months on Thursday as extreme heat and strong winds stoked more than 100 bushfires, including three major blazes on Sydney’s doorstep.
で「オーストラリアで人口の最も多い州が２回目の非常事態宣言を木曜日に出した。極度の熱波と強風によって100以上もの森林火災が次々と発生する状態が何か月も続く中で。それにはシドニー近郊での3つの大きな火災を含んでいる。」という意味になります。

Australia’s most populous state が主語で「オーストラリアの人口の最も多い州」です。
記事を読むとニューサウスウェールズ州（New South Wales）のことです。

declared its second emergency で「宣言した、２番目の非常事態を」です。
declare an emergency で「緊急事態宣言をする」という意味の言い回しです。
declare ディクレアーは「～を宣言する」という意味の動詞です。
名詞形は declaration デクラ[レ]イション「宣言、布告、公表、（税関での）申告」です。

in as many months on Thursday as ～ は直訳すれば「木曜に、～するのと同じくらい多い月数の中で」となります。
in many months「長い期間の中で」と as ～ as …「…するほど～な」の合わせ技ですね。
言いたいことは「～するくらい長期化している中で」ということです。

長期化して何が起きているかというと、
extreme heat and strong winds stoked more than 100 bushfires, で「極度の熱波と強風が～をかき立てた、100以上もの森林火災を」です。
extreme heat で「激しい熱波」です。
場所によっては気温が45度を超えているそうです。
stoke は「火をかき立てる、火を激しくする、状況を煽る」という意味の動詞です。
例：stoke the campfire「たき火に火をくべる」
bushfire は「森林火災、野火」です。wildfire とも言います。
bush は「低木の茂み」という意味です。

including three major blazes on Sydney’s doorstep. で「～も含まれる、3つの大きな火災、シドニーのすぐ近くの」です。
blaze ブレイズは「炎、火災」です。
major は「規模が大きい」という意味の形容詞です。
doorstep は「玄関前の２～３段の階段」のことです。
on one’s doorstep で「～の目前まで迫っている状態で」という意味になります。
