で「水素は、化石燃料のクリーンな代替手段として長い間取り沙汰されてきた。今、主要経済大国が環境投資に弾みがつくように用意している中、推進派たちは、そのニッチなエネルギー源を、ポスト・パンデミックの世界での主流エネルギー源にするための絶好のチャンスを狙っている。」という意味になります。

Hydrogen has long been touted で「水素は長いこともてはやされてきた」となります。
hydrogen は「水素」です。
この記事では Green hydrogen「グリーン水素」（環境にやさしい水素燃料、化石燃料に頼らずに作られる水素燃料）のことを言っています
ちなみに hydro- はギリシャ語由来で「水」という意味です。
例：hydrate「水和させる」
tout タウトォは「もてはやす、しつこく宣伝する、強く売り込む」という意味の動詞です。
例：touted as a rising star「成長株としてもてはやされる」

as a clean alternative to fossil fuels で「クリーンな代替品、化石燃料の」です。
alternative オゥ[タ]ナティヴは「代わりになるもの」という意味の名詞です。
alternative to ～ で「～の代わりになるもの」となります。
例：alternative to sugar「砂糖の代用品」

Now, as major economies prepare green investments で「今、主要経済大国たちが整備する中、グリーン投資を」です。
major economies で「主要経済大国」となります。
具体的には、米・中・日本・ドイツ・イギリス・フランスなどなどです。
to kickstart growth, で「伸びを加速させるため」です。
kickstart（kick-start）で「～を促進する、弾みをつける」という意味の動詞です。
jumpstart などとも言ったりします。
growth は green investment の「伸び、増大」です。

advocates spy a golden chance to ～ で「推進派たちは、スパイしている、～する絶好の機会を」
advocate [ア]ドゥヴォキトゥは「擁護する人、賛成派の人」という意味の名詞です。
発音は、名詞の場合は[ア]ドゥヴォキトゥ となり、動詞で「支持する」という意味の場合は[ア]ドゥヴォケイトゥとなります。
例：advocates of dams「ダム推進派」
逆の「反対派」は opponents オ[ポ]ウネンツとなります。

何をする絶好のチャンスかというと、
drag the niche energy into the mainstream of a post-pandemic world. で「そのニッチなエネルギーを～へ引っ張り込む、パンデミック後の世界の主流へと」です。
drag ～ into … で「～を…へと引っ張り込む」です。
the niche energy は green hydrogen のことを指しています。
niche とは「ニッチな、隙間産業の」という意味です。
この場合は the mainstream「主流」に対して「まだごく小さな分野」という意味合いです。
現在のエネルギーの the mainstream は「石油、ガス、原子力」などを指しています。
