ビル・ゲイツ氏によるTEDでのスピーチ「もし次の疫病大流行(アウトブレイク)が来たら?私たちの準備はまだ出来ていない」です。

And as you look at what went on, the problem wasn’t that there was a system that didn’t work well enough, the problem was that we didn’t have a system at all. In fact, there’s some pretty obvious key missing pieces.

で「何が起きていたかを見てみると、問題なのは、十分に機能しないシステムがあるという事ではなく、問題なのは、システム自体が全く存在しないという事なのです。事実、いくつかのはっきりした重要なミッシングピースが存在します。」という意味になります。

前回の続きで、エボラの例を見た時の話です。

And as you look at what went on, で「何が起きていたかを見てみると」です。
as ~ で「~すると、~するように」という意味になります。
as you look at ~ で「~に注目すると」です。
what went on で「何が起きていたか」です。
エボラ流行の時に何が起きていたか、です。

the problem wasn’t that ~ で「問題は~ということではなかった」です。
どういうことではなかったかというと、
(that) there was a system that didn’t work well enough, で「十分機能しないシステムがあった(こと)」です。
work well で「うまく機能する、うまくいく」です。

そうではなく、
the problem was (that) ~「問題は~だった」
we didn’t have a system at all. で「私たちはシステムを一つも持っていなかった」です。
not ~ at all で「すこしも~ない、ちっとも~ない」となります。

In fact, there’s some pretty obvious key missing pieces. で「事実、かなり明らかな重要なミッシングピースが存在している」です。
a missing piece は「パズルの欠けているピース」のことで、物事を成功させるために必要な事のことです。
obvious アブヴィアスは「明らかな、見え見えの、わかりやすい」です。
例:obvious difference「明らかな違い、分かりやすい違い」
key はここでは形容詞で「極めて重要な、欠かせない」という意味です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。

何が起こっていたかに

the problem wasn’t that
問題は~ということではなかった

there was a system
~なシステムがあること

that didn’t work well enough,
上手く機能しない(システムが)

the problem was that
問題は~ということだった

we didn’t have a system at all.

there’sは、there wasの略なのでしょうか?
missing piecesは、単数扱いなのでしょうか?

話し言葉では、ありうるようです。

In speaking and in some informal writing, we use there’s even when it refers to more than one. This use could be considered incorrect in formal writing or in an examination:

There’s three other people who are still to come.
