で「USPSはこの春、米国民に向けて各世帯に5枚ずつ、6億5000万枚の再利用可能なコットンマスクを配布するプランを作っていた。米国がコロナウイルスの大発生の最初の高まりに取り組んでいる中で。監視団体によって入手されたUSPSの内部資料によって明らかになった。」という意味になります。

The United States Postal Service drafted plans to ～ で「米国郵政公社は～する計画を作っていた」です。
The United States Postal Service は USPS でおなじみですが「米国郵政公社」です。
日本でいうところの郵便局（日本郵便）に当たります。
draft は「～を下書きする、～の草案を作る」です。

どんな計画を起草していたかというと、
(plans to) distribute 650 million reusable cotton face masks to Americans で「6億5000万枚の再利用可能なコットンマスクを米国民に配布する（計画）」です。
last spring で「この春に」です。
ここでは last は「直近の」で今年の春です。
文脈によっては「昨年の春」にもなりえます。

— five to every household — で「一世帯に５枚」です。
household は「世帯」という意味の名詞です。

as the country grappled with the first wave of the coronavirus outbreak, で「同国が～に取り組んでいた時に、コロナウイルスの大流行の最初の波と」です。
as ～ は「～と同時に、～のなかで、～の時に」という意味の接続詞です。
the country はここではアメリカを指しています。
grapple は「取っ組み合う」という意味の動詞です。
例：grappler グラップラー「格闘家」

according to ～ で「～によると」です。

USPS internal documents obtained by a watchdog group. で「USPSの内部資料（によると）、監視団体によって入手された」です。
internal documents で「内部資料、内部文書」です。
internal で「内部の、内側の、国内の」です。反意語は external で「外部の、外側の」です。
obtained by ～ で「～によって入手された」です。
obtain アブ[テ]インは「～を手に入れる、入手する」です。
watchdog group で「監視団体、第三者機関」です。
例：media watchdog group「メディア監視団体」、consumer watchdog group「消費者監視団体」
