で「イスラエルによる空爆でのパレスチナ人死者数増加に対して懸念を表明する一方で、ブリンケン氏は、”民間人を狙うテロ組織”と”テロリストを標的にするイスラエル”との間に、はっきりと区別する態度を示した。」という意味になります。

While ～ で「～する一方で、～する間に」です。

expressing concern about ～ で「~についての懸念を表明する（一方で）」となります。
expressing の主語は、後に出てくる、Mr. Blinken です。
express concern about ～ で「～についての懸念を表明する」という意味の言い回しになります。
express は「表現する、気持などを表す、絞り出す」という意味の動詞です。
ex-（外に）＋ press（押し出す）

何についての懸念かというと、
the mounting number of ～ で「～の増え続ける数」です。
mounting は「高まる、増えていく」という意味の形容詞です。
山のように積みあがっていくイメージですね。

何の数かといういと、
Palestinians killed in Israeli air strikes, で「殺されたパレスチナ人（の数）、イスラエルの空襲の中で」です。
Palestinian パレス[ティ]ニアンで「パレスチナ人」です。
国名「パレスチナ」は、Palestine [パ]レスタインという発音になるので注意です。
同じく、Israeli イズ[レ]イリで「イスラエルの、イスラエル人（の）」という意味になります。
国名「イスラエル」は、Israel [イ]ズリーォ という発音になります。

Mr Blinken has drawn で「ブリンケン氏は、線を引いた」です。
draw ドゥロゥで「線を引く、描画する」という意味です。
例：drawing pad「スケッチブック」
何を引いたかというと、
a “clear and absolute distinction” between で「明確で絶対的な区別、～と～の間に」です。
distinction は「（他との）区別、差異」という意味の名詞です。
例：distinction between sexes「性差、男性と女性の違い」
形容詞形は distinct で「はっきりと異なる、（他と違って）目立った」です。
例：distinct image「明確なイメージ」、distinct voice「はっきりした声」

between ～ and … の形で、

a terrorist organisation targeting civilians, で「市民を標的にしたテロ組織」と、
and
Israel… targeting the terrorists”. で「テロリストを標的としているイスラエル」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
