And floaters are particularly noticeable when you are looking at a uniform bright surface, like a blank computer screen, snow, or a clear sky, where the consistency of the background makes them easier to distinguish. The brighter the light is, the more your pupil contracts.

で「フローターは、均一で明るい面を見ている時に、特に目につきます。例えば何も表示されていないパソコン画面や、雪面や、晴れ渡った空などです。そのような状況では、背景の均一性がフローターをより際立たせます。光が明るいほど、瞳孔は収縮します。」という意味になります。

And「そして、また~」
floaters are particularly noticeable when ~ で「フローターは特に目立つ、~の時に」です。
noticeable [ノ]ウティサボォで「目立つ、気づきやすい、目につきやすい」という意味の形容詞です。
例:noticeable change「目に見える変化、目立った変化」
particularly で「特に、とりわけ」という意味の副詞です。

どんな時に特に目立つかというと、
when you are looking at a uniform bright surface, で「均一で明るい面を見ている時に」です。
a uniform bright surface で「均一で明るい面」です。
uniform は「均一の、一様な、統一された」という意味の形容詞です。
例:uniform height「均一な高さ、一様な高さ」、be uniform in color「色ムラがない」
like ~ で「~などのような」です。such as ~ とも言えます。
(like) a blank computer screen, snow, or a clear sky, で「無地のパソコン画面、雪、晴天(など)」です。

where ~ は、直前の【状況】をとった関係副詞で「(そのような状況下では)~だ」という意味になります。
つまり、「均一な明るい面を見ている状況では~」という意味です。
the consistency of the background makes them easier to distinguish. で「背景の均一性が、それらをより識別しやすくする」です。
the consistency of the background で「その背景の均一さ、ムラのなさ」です。
make ~ …形容詞 で「~を…にする」という意味の言い回しです。
make them easier to distinguish で「それらをより識別しやすくする」です。
them floaters を指しています。
easy to distinguish で「識別しやすい」という意味になります。
distinguish ~ は「~を識別する、違いを区別する」という意味の動詞です。

The brighter the light is, the more your pupil contracts. は「光が明るいほど、瞳孔は収縮します。」です。
the 比較級 ~, the 比較級 ….「~であればあるほど…だ」の文型です。
pupil はここでは「瞳孔、ひとみ」という意味の名詞です。
他にも「生徒、門人、教え子」という意味で使われる場合もあります。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
