the three とは記事中で前述された three medical workers を指しています。

apparently to ～ で「どうやら～するために」です。
to express condolences over the death of ～「（どうやら）弔意を述べるために、～の死に対して」です。
express condolences で「弔意を述べる、お悔やみを述べる」です。
express イクス[プ]レスは「気持などを述べる、表す」という意味の動詞です。
ex-（外に）＋ press（押し出す）というイメージです。
condolences で「お悔やみの言葉」です。
remarks「発言」、congratulations「祝辞」, thanks「感謝の言葉」などと同じく複数形となっています。

何へのお悔やみの言葉かというと、
over the death of the suspect’s mother the previous day. で「その容疑者の母親の死に関する、前日の」です。
over ～ は「～に関しての、～を巡っての」という意味の前置詞です。
the previous day は副詞句で「その前日に」です。

They were in charge of home medical care for the woman, で「彼らは～の担当だった、その女性の在宅医療の」です。
be in charge of ～ で「～の担当である」です。

investigative sources said. で「捜査関係者は言った、捜査関係者によると」です。
