で「60%近くの日本人が、コロナを防ぐための屋外でのマスク着用はたいていの場合は不要であるという政府のガイダンスを知らなかった。最近の調査結果で判明した。」という意味になります。

Nearly 60 percent of people in Japan で「60%近く、日本人の」です。
were unaware of government guidance で「政府のガイダンスのことを知らなかった」です。
be unaware of ～ で「～に気づいていない」という意味の言い回しです。
be aware of ～「～に気づいている、知っている」の反対ですね。

どんなガイダンスかというと、同格のthat節で説明が入り、
(government guidance）that ～「～という政府のガイダンス」です。
wearing masks outdoors for protection against the coronavirus が主語で「屋外でのマスク着用、コロナに対する防衛のための」です。
outdoors は -s が付いていますが副詞です。「屋外で」という意味になります。
例：play outdoors「外で遊ぶ」
protection against ～ で「～に対する防衛、保護」です。
そのマスク着用は、
is unnecessary で「不要である」です.
un-（否定）＋ necessary「必要な」
in most cases で「たいていの場合」
