第2期 オバマ大統領の就任演説（2013年）です。

But the words I spoke today are not so different from the oath that is taken each time a soldier signs up for duty or an immigrant realizes her dream. My oath is not so different from the pledge we all make to the flag that waves above and that fills our hearts with pride.

But the words I spoke today are not so different from the oath that is taken each time a soldier signs up for duty or an immigrant realizes her dream. My oath is not so different from the pledge we all make to the flag that waves above and that fills our hearts with pride.
で「しかし、今日私が述べた約束は、ひとりの兵士が軍役に就く際に立てる誓い、または、ひとりの移住者が自分の夢を実現する際に立てる誓いと大して変わらない。私の宣誓は、アメリカ国民なら誰もがたてる誓い、心をプライドで満たす頭上ではためくアメリカ国旗に対しての誓いと大して変わらないものだ。」という意味になります。

But ～「しかし」
the words (that) I spoke today が主語で「私が今日述べた約束たち」です。
word は「言葉」でもいいですが、ここでは oath の言い替えとして「約束、誓い」と取ります。
例：Words are but wind.「約束なんて風に過ぎない（ことわざ）」

are not so different from ～ で「は、～と大して違わない」です。
different from ～ で「～と異なる、～と違う」という意味のコロケーションです。

何と大して違わないのかというと、
(from) the oath that is taken で「その宣誓と（違わない）、立てられる（宣誓と）」です。
take an oath で「誓いを立てる」という意味の言い回しになります。
ここでは that節で the oath を主語にとって受動態（passive voice）で表現されています。
いつ立てられる誓いかというと、
each time a soldier signs up for duty で「一兵士が兵役に署名する時に（立てられる誓い）」です。
each time ～ が接続詞的に使われて「～するときは毎回」という意味です。every time ～ とも言えます。
(each time) a soldier signs up for duty で「兵士が兵役に署名する（時に毎回）」
or ～「もしくは～」
(each time) an immigrant realizes her dream. で「移住者が自分の夢を実現する（時に毎回立てられる誓い）」です。
アメリカ移住者が米国市民になる時に「宣誓式」があるそうです。
her dream と不特定の an immigrant を、あえて女性と仮定するあたりにリベラル派への配慮が垣間見えますね。

My oath is not so different from ～ で「私の誓いは～と大して違わない」
(from) the pledge (that) we all make to the flag で「その誓いと（違わない）、私たち皆が国旗に対してする（その誓い）」です。
the pledge も oath, word とほぼ同じ意味で「誓い、宣誓、約束」です。
make a pledge で「誓いを立てる、宣誓する」です。
to the flag で「旗に（誓う）」です。
その旗とは何かというと、
(the flag that) waves above で「頭上にはためく（その旗）」です。
and ～「そして」
(the flag that) fills our hearts with pride. で「我々の心をプライドで満たす（その旗）」
つまり「アメリカ国旗、星条旗」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。

今日私が述べた約束は

宣誓と

立てられる

～の時に毎回（立てられる）

兵士が兵役につく時に

もしくは
